A copy of this record should be forwarded to this office for file, together with a rough sketch or plan of Cemetery, showing its relative location to the Fort[?], situation of graves [illegible]

The graves should be sodded, [illegible] erected, also headboards where necessary, and otherwise put in a good presentable condition.
